Maine DOT work to ramp up in Windham over summer and into 2023

Unlike last year when bridge work on Route 115 created a significant impact upon motorists and traffic in Windham, the summer months of 2022 are going to see fewer Maine DOT projects in the community, but that will change again heading into 2023.

Only two Maine DOT projects planned for this summer in Windham according to Maine DOT’s Three-Year Work Plan, but both should affect commutes into the town.

The first project that Maine DOT is undertaking this summer in Windham is the installation of adaptive traffic lights in North Windham stretching from the Route 115 intersection north along Route 302 to Trails End Road. The cost of this project is $1.45 million and the new upgraded traffic lights are expected to alleviate congestion along the Route 302 corridor by adjusting the timing of red, yellow and green lights to accommodate changing traffic patterns and equitably distributing moving vehicles through the area.

The second project affecting Windham motorists will be the preliminary design engineering work for the construction of a bike and pedestrian trail/path on the Mountain Division Line from Bridge Street in Route 202 crossing in Windham. This is a $450,000 project. 

Projects in Windham by Maine DOT will increase substantially in 2023 and 2024.

Some of those projects include:

** Installation of backplates with yellow reflective safety strips and supplemental signal heads along Route 302 from Portland to Windham at a cost of $395,000. 

** Highway construction and rehabilitation for Route 302 starting 0.45 of a mile west of Outpost Drive extending west 0.14 of a mile and including the Route 202 roundabout. The cost of this initiative is $585,000.

** Repaving Route 302 starting at the Route 202 roundabout and extending north 2.85 miles.

** Replacement of Varney’s Bridge over the Pleasant River on William Knight Road at a cost of $1.5 million.    

** Bridge deck replacement for Loveitt Bridge over the Pleasant River some 0.13 of a mile north of Laskey Road at a cost of $1 million.

** Construction of a new pedestrian sidewalk on the west side of Route 302 in North Windham running from Shaw’s Access Drive about 0.48 of a mile north to Amato Drive at a cost of $3.1 million.

** Highway and safety improvements at a cost of $156,000 to be made at the intersection of Route 302 and Albion Road.

In updating the state’s Three-Year Work Plan earlier this year, Maine DOT Commissioner Bruce A. Van Note said the value of these types of projects helps ensure the safety, economic opportunity, and quality of life for residents.

“In 2021, Gov. Janet Mills proposed, and the Maine Legislature approved, two General Fund initiatives that provided nearly $106 million to Maine DOT,” Van Note said. “This unprecedented level of General Fund support saved Maine DOT’s capital transportation program by offsetting a state Highway Fund revenue hole caused by the reductions in fuel tax revenue from the pandemic and high construction cost inflation.” 

He said that during last year’s statewide election, more than 70 percent of voters approved a $100 million transportation bond, providing much-needed state match for federal and other funds to support Maine DOT’s capital programs.

According to Van Note, maintenance and operation of Maine’s extensive highway and bridge system accounts for a large portion of Maine DOT’s overall work activities.

“This work is essential to the movement of people and goods and to the health of the Maine economy. It is also an essential and cost-effective means of protecting the state highway and bridge system,” Van Note said. “From year to year, and within CY2022, actual expenditures for this work will depend on the constantly changing condition of the transportation system and, importantly, on weather. For those reasons, overall expenditures for routine maintenance and operation of the highway and bridge system are shown in the Three-Year Work Plan as approximate, annual budget figures.”

He said that highway and bridge maintenance and operations work accounts for $535 million in this 2022-2024 Work Plan, while three-year annual averages for major maintenance and operations work statewide include:

** $10.3 million in bridge and structural maintenance.

** $5.2 million in bridge and other infrastructure inspections and inventory.

** $15.5 million in custodial maintenance.

** $22.4 million in drainage maintenance.

** $6.6 million in operational and safety maintenance.

** $9.9 million in surface and base maintenance.

** $46.4 million in winter maintenance. <

Windham delegation announces traffic signal delay for Route 202, Falmouth Road intersection

AUGUSTA – Windham’s legislative delegation has announced a delay of the installment of a traffic signal at the intersection of Route 202 and Falmouth Road in Windham, previously scheduled to be completed by Dec. 31.

The delay comes after a contractor installed inadequate components, which now must be replaced. The project’s new completion date is set for Feb. 1, 2021.

The intersection has been designated as a high-crash location by the Maine Department of Transportation. This means that over a three-year period, the intersection had eight or more crashes and a higher rate of crashes than similar locations across the state.

“I’m disappointed that there has been another delay, but it’s critical that the improvements we make to this intersection meet our high standards,” said Sen. Bill Diamond, D-Windham. “As senate chair of the Legislature’s Transportation Committee, I know how critical it is that we have safe, working roadways. This traffic light will go a long way to ensuring the safe flow of traffic.”

State Rep Mark Bryant, D-Windham agreed.

“Although the delayed construction at the Windham intersection is unfortunate, it is a testament to the Department of Transportation’s commitment to quality work and dedication to keeping us all safe on the roads,” Bryant said. “I’m grateful for DOT’s thorough work and look forward to seeing the final product and continued modernization of Maine's traffic systems.”

State Rep. Patrick Corey he believes the intersection is dangerous.

“I pass through the Route 202 and Falmouth Road intersection when I travel between my home and Augusta, thinking about the many accidents every time,” Corey said. “This traffic light really cannot come soon enough. This delay is disappointing, but it’s even more important that the job is done right.”

Once the traffic signal is completed, Maine DOT will be able to control and monitor the signals from their traffic control center.

The project’s start date was pushed back earlier this year after the coronavirus pandemic caused a delay in the production of necessary parts. <

Local volunteers continue a 32-year tradition beautifying the Windham rotary islands: Enough funds to last only two more years

There are many benefits to planting flowers – and enjoying their spectacular colors and beauty is among them. Due to a few community volunteers, local residents and visiting motorists, alike, have come upon a colorful display of scenery at the round-a-bout at the intersection of Routes 302 and 202 in Windham for the past 32 years. Who are the landscaping creatives and how did it all begin?

In his June 6, 2017 article, Reporter Walter Lunt shared the following: “The rotary gardens have their roots in Windham’s 250th year celebration back in 1987. The town went all out with lectures, historical programs, open house events in old homes and churches, various entertainment venues, a parade, festival and gardens featuring red, white and blue plantings. (The color theme is retained in the current rotary gardens.) Gary Plummer, General Chair of the 1987 event, said the rotary flowers were well received by the public, so it became a spring tradition.”

But becoming a tradition almost didn’t happen. Plummer recently stated that the flowers were originally provided by June and Dick Hawkes, who once ran a greenhouse on Windham Center Road. “At the end of the 250th celebration, our committee had several thousand dollars left in our account. We gave that to the Town of Windham and in return we asked that the town pay for the flowers for us to plant every year. The town did this for several years, but then cut this money from the budget.”

When this happened, Plummer polled members of the group and they all agreed that they preferred to remain gardeners, not fundraisers. “I went to the town council and apprised them of our decision and told them that we would work with them in closing down the gardens,” Plummer said. “When I got home that evening, I found two messages on my answering machine offering to help provide for the continuing of the gardens. Those calls were from Joe Gagne of Roosevelt Trail Garden Center and George Hall of Hall Implement Company.”

And thus, the tradition was able to continue.

Naming themselves the “Rotary Club”, members depend upon donations and on contributions of flowers and mulch. Plummer credits Joe Gagne of Roosevelt Trail Nurseries and Cooper’s Greenhouse with major contributions.

Plummer explained that there originally were four different groups that planted one island each. “Over the years, as people were no longer able to plant and maintain their island, we worked together as one group,” stated Plummer. “At this point, I am the only person that has been there since the beginning.”

Roosevelt Trail Garden Center donated the flowers for many years and Hall Implement Company still donates the mulch. After Roosevelt Trail Garden center stopped growing their annual flowers, they donated many perennial flowers to keep the gardens going.

“Gaylene Cooper of Coopers Greenhouse contacted one of our members and offered to work with us to add a little more color to our gardens,” Plummer said. “For the last few years, we have purchased flowers from Coopers at a discounted price.”

https://bbcultivation.com/The current source of funding is a grant that was given to the Rotary Club by Lake Pine Association when they sold their building on Route 302. “There is still enough money left to keep us going for about two more years. If the project is to continue after that, we will need to seek donations.”
Many, many people have been involved over the years. The current active members of the Rotary Garden Club are Tom Tyler, Sandy Tyler, Beth Hall, James Minott, Barb Maurais, Jennifer Harmon, Betty and, of course, Gary Plummer who has been there from the beginning.

“Over the years, we have named each island. The island on Route 202, nearest Hall Implement is called the Hall Island,” Plummer stated. “The island on Route 302, nearest Seavey’s store is the Seavey Island. The island on Route 202, nearest the Smith Cemetery, is the Smith Island. The island on Route 302, nearest Hancock Lumber, is known as the Hancock Island.”
