MDOT reveals details of upcoming Raymond highway projects

More detailed descriptions of highway improvement funding for the Town of Raymond contained in the Maine Department of Transportation’s “Three Year Plan” have been announced.

The new plan covers the time frame between 2023 and 2025 and provides specific MDOT project information. It also shows a list of MDOT work in Raymond and capital projects that were accomplished in 2022 and local road assistance payments made to the town.

Many activities that are often managed on a larger scale, such as snow and ice removal and any road maintenance work performed by contract labor are not included.

For 2023 in Raymond, MDOT is planning on making capital improvements to the Frye Island Ferry Service between Raymond and Frye Island. It is part of MDOT’s General Multimodal Improvements Highway Corridor Priority Project. The cost is estimated at $311,000.

Another project will be the reconstruction of electrical systems for ferry boats as part of the Ferry Boats Rehabilitation Highway Corridor Project. The cost of that work is estimated at $150,000.

Also in 2023, MDOT plans to rebuild the mainland ramp, apron hinge, and island slip headwall for the Frye Island Ferry Service. The cost of the project is estimated at $175,000.

MDOT is also planning to install backplates with yellow reflective strips and replace supplemental signal heads along Route 302 in Raymond. That is intended to improve safety for drivers using Route 302. The cost of that work is estimated at $395,000.

For 2024 in Raymond, MDOT is planning on continuing to make improvements to the Frye Island Ferry Service between Raymond and Frye Island. It is part of MDOT’s General Multimodal Improvements Highway Corridor Priority Project. The cost is also estimated at $311,000.

For 2025 in Raymond, MDOT will continue making improvements to the Frye Island Ferry Service between Raymond and Frye Island. The cost is estimated at $389,000.

In local road assistance, MDOT reports that it provided $53,324 to the Town of Raymond in 2022 for road maintenance.

Completed MDOT projects in Raymond in 2022 included 1.80 tons of patch applied for bridge work; 46 miles of striping applied to highways; 2 miles of roadway shoulders; 20.50 miles of roadway shoulder sweeping; a highway drainage structure was repaired; 26 linear feet of brush was removed near highways; and 700 linear feet of backhoe ditching was performed.

Also in 2022, MDOT rebuilt 1,200 linear feet of highway shoulder in Raymond; applied 1,042 square feet of pavement legend; completed two underwater inspections; installed a new drainage structure; and spent 12 hours on traffic signal maintenance.

MDOT Commissioner Bruce A. Van Note said that the selection of projects for the state’s new Three Year Plan is driven by MDOT staff committees: the Highway Committee, the Bridge Committee, the Multimodal Committee, the Safety and Mobility Committee, and the Management Team of the Bureau of Maintenance and Operations.

“These committees are comprised of staff from relevant disciplines and specializations. They include engineers and technicians with hundreds of years of cumulative experience,” Van Note said. “The committees work throughout the year in conjunction with the Bureau of Planning to identify project candidates and prioritize them for potential inclusion in the Work Plan.”

He said selection methods for these committees vary according to asset type and transportation mode, but the underlying asset management principles, managing the overall transportation system, using current, reliable data and rational scoring systems, and building in flexibility for unanticipated needs and developments, are common across all areas.

“In the fall of each calendar year, the committees review the last two years of the current Work Plan and make any needed adjustments in cost, schedule, and project scope,” Van Note said. “Once those adjustments are made, new projects are typically added for the third year of the Work Plan. MDOT’s Results and Information Office, with ongoing guidance from senior management, coordinates the work of the asset committees, receives input from the Bureau of Planning’s public outreach efforts, and assembles a Work Plan.”

Van Note said about 44 percent of the planned projects statewide will be paid for through federal funding, which the department estimates to be around $1.75 billion for the state in this three-year span. State Highway Fund revenue sources are derived from state per-gallon fuel fees and motor vehicle fees. <

Windham to weigh options to alleviate Route 302 corridor traffic congestion

After decades of having traffic in North Windham grow to the point of gridlock and daily congestion, the rubber is about to hit the road for Windham Town Council members seeking a solution to a longstanding problem.

On Tuesday, councilors will vote to adopt the final report of the North Windham Moves, Regional Mobility, Local Access Transportation Planning and Feasibility Study.  Set up last year as a joint venture between the Town of Windham and the Maine Department of Transportation, the study was conducted by Gorrill Palmer and
North Star Planning and is intended to explore how to alleviate congestion and improve safety and mobility in North Windham.

The study focused specifically on making transportation improvements along Route 302 in North Windham area. It examined the feasibility of creating local connector roads, access management, and implementing corridor and intersection improvements for all forms of transportation using the area.

Prior studies dating back to the 1960s have recommended pedestrian, landscaping, and lighting improvements as well as intersection and signal operational improvements. Some of those recommendations were adopted through the years, but heavy traffic during peak travel times continues to cause congestion, motorist delays and accidents.

The study examined building three new local connector roads to improve local access and to address some of the deficiencies along Route 302.

Concept plans and cost estimates for each alternative were generated during the study and evaluators determined that all three proposed connector roads coupled with improvements to the existing roadways will improve local access, regional mobility, corridor safety and will improve bicycle and pedestrian accommodations in North Windham.

The study follows numerous recent efforts to examine traffic problems experienced in North Windham such as a Service Road Study (2007);  Lakes Region Transit Service Study (2011); 21st Century Downtown Plan (2013); Multi-Modal Route 302 Corridor Plan (2013); Lakes Region Bus Service Assessment (2014); Town of Windham Complete Streets Policy (2014); and the Town of Windham Comprehensive Plan (2017).

Last fall, representatives of Gorrill Palmer and North Star Planning said this study enhances and builds off the good ideas from the prior studies and developed recommendations that can be supported by the public, the town council, and the Maine DOT.

Focusing on the area around and north of Boody’s Corner because of its higher intensity of commercial development, higher traffic volumes, increased levels of congestion, and a higher level of safety concerns, the study only weighed creation of connector roads for locations north of Route 35 and Route 115 and only considered improvements to Route 302 from the River Road intersection up to the Whites Bridge Road intersection.

Major roads looked at in the study were widened in the past to handle higher overall traffic volumes. It details that although there are a few smaller public and private local roads that exist in the area, these  are often dead-end roads or lack the interconnections to make them valuable components of an overall
system beyond the limited direct property access they provide.

Because of that fact, the report indicates that even most of the short car trips in North Windham involve driving on Route 302 or other major streets like Abby Road and Northwood Drive, and on private roads like Franklin Drive, Veterans Memorial Drive, Sandbar Road, Amato Drive, and Trails End Road.

The study recommends that the town look at creating three distinct connector roads.

The East Connector Road would build a roadway beginning at the eastern terminal of Franklin Drive and extending southerly to Route 115. Franklin Drive will also be reconstructed and would serve as a continuation of the East Connector Road. The combined length of this option is about 5,100 feet and would include intersection connections with Veterans Memorial Drive, Sandbar Road and a connection to a realigned Sabbady Point Road.

The proposed Middle Connector Road would build a local roadway beginning at the Franklin Drive and Route 302 intersection and extend southwesterly to Landing Road. The length of this option would be about 700 feet, and it includes intersection connections with Route 302 and Landing Road. This new connector road intersection with Landing Road would not have a traffic signal but would include geometric improvements including turn lanes.

A proposed West Connector Road would build a local roadway beginning at the northerly terminal of Manchester Road and extend northerly to Whites Bridge Road. In this project, Manchester Road would also be reconstructed and will serve as a continuation of the West Connector Road. The combined length of this option would be about 5,800 feet and includes intersection connections with Landing Road, Amato Drive, and Trails End Road. The new connector road intersection with Whites Bridge Road would not have a signal and includes geometric improvements including turn lanes. The existing intersection between Manchester Road and Route 35 will remain unsignalized but will receive geometric improvements under the proposal.

The report says that these connector roads are not intended to serve as bypass routes for regional traffic instead they are intended for local use and purpose. It suggests that when built, these local connector roads would provide access to commercial and residential properties within the area and serve as relief roads from the congested Route 302 corridor.

Report estimates include a cost of $6.4 million to build a West Connector Road, $5.6 million to build an East Connector Road, and $2.1 million to build a Middle Connector Road.

The study and subsequent final report also examined potential property impacts for each connector road option, with total right of way and property acquisition costs amounting to about $2.692 million.

Adoption of the study does not mean that local, state or federal funding would be available for any of these proposals, but it would give the public an indication about how the council intends to address traffic issues moving forward. <

Speed reductions ahead for Windham motorists

Maine’s Department of Transportation has authorized a request by Windham officials and local residents to lower the speed limit on three heavily traveled roads in the town.

In October 2019, Windham Police Chief Kevin Schofield requested that the Windham Town Council ask the MDOT to reduce the current speed limits for Gambo Road, a portion of Nash Road, and for William Knight Road on those thoroughfares and to conduct speed studies to reduce the potential for accidents there. Now with Windham’s request approved by the MDOT, reposting of new signs indicating the lower speed limits on those roads will begin by the town’s Public Works Department.       

In his original memo to the Windham Town Council, Schofield said that as Windham has grown and traffic has increased, the need to consider reduced speed limits for those roads has risen.

“Many of these areas have changed over the years to include, walking trails, youth soccer fields, discontinued bridges and increased development and traffic Schofield said. “So lower speeds, and hopefully slower traffic should help increase safety and quality of life in these areas.”

The current speed limit for William Knight Road, which runs between Varney Mill Road and Route 302, is 45 mph. At 1.17 miles in length, it has a rural appearance to it, but with development over the years, Schofield said that there are now 22 residential dwellings on William Knight Road and five intersecting roads off it with 24 residences abutting the roadway.

He said topography plays an important road in the potential for accidents on William Knight Road.

“Approximately in the midpoint of this section of road there is a steep dip into a ravine. This causes a blind spot for a residential dwelling in this area,” Schofield said. “As prior residents would give instruction when leaving the property to look left, right then left again and count to five to make sure a car did not appear out of the dip at a high rate of speed, they reported many near misses over the years.”

In his memo in 2019, Schofield cited that since 2015, there were four crashes on William Knight Road in 2015, one in 2016 because of icy roads conditions, one in 2017 involving a deer and two in 2019 caused by a line-of-sight issues and driving too fast.

The MDOT has authorized dropping the speed on William Knight Road to 40 mph, according to Cathy DeSouza, MDOT’s Southern Region Assistant Traffic Engineer.

For Nash Road between Windham Center Road and Route 302, Schofield said that the current speed limit there is 35 mph and runs about three-tenths of a mile long.

He said the topography of Nash Road, lack of sidewalks and its short length frequently leads to speeding there.

“I receive complaints about speeding on this section of road, in particular about the rate of speed vehicle crests the steep hill on the west end or the road near Windham Center Road,” Schofield said. “When traveling this section of road at 35 mph it feels too fast for the conditions.”

The speed on Nash Road will dropped to 30 mph, Schofield said.

On Gambo Road, starting at the intersection of River Road and running southwesterly for four-tenths of a mile, the current speed limit is 35 mph, but it does pose a safety issue because of its location.

“Formerly the bridge over the Presumpscot River accommodated vehicular traffic into the town of Gorham, this is no longer the case creating a dead-end road,” Schofield said. “The mountain division recreation trail also crosses the lower end of Gambo road.  Probably most significant is the location of the recreation fields at located near the end of the road that accommodate various recreation programs.  This situation creates more traffic than one would expect on dead end road with few dwellings.”

He said every year the Windham Police Department receives speed complaints on the road and efforts officers to slow traffic down on Gambo Road haven’t worked.

In a letter from the MDOT to the town of Windham, DeSouza said the agency has authorized a speed reduction for Gambo Road to 30 mph. 

“Within the past several months three roads were reviewed for speed limits as requested by residents,” said Windham Town Manager Barry A. Tibbetts. “Chief Schofield has been in contact with the State MDOT, which is the only agency to modify a speed on public road. The process can take up to nine months or more.  The agency looks at a number of factors, ranging from safety conditions, site distances, number of curb openings (driveways), vertical inclines, road widths, traffic volumes crash data points, engineering judgements, etc.  The agency has recommended lowering the speed limits on two different road sections, Gambo and Nash Roads, by 5 mph per hour and establishing a new speed limit of 40 mph on another, William Knight Road. These reviews provide excellent guidance in maintaining safety and traffic flow within Windham.”

According to Schofield, once all of the new signs have been put in place by Windham DPW crews, Windham police will begin enforcing the new speed limits for these roads and also alerting drivers of their speed on others through the use of the police department’s electronic road sign. <

Upcoming bridge work to detour Route 115 traffic into Windham

For thousands of motorists who rely on Route 115 to get to their destination daily, the commute in and out of town is about to get a little trickier for a few weeks.

Last week the Maine Department of Transportation revealed the start date for a project to shore up the Narrows Bridge on Route 115, which spans Ditch Brook. Work on the bridge was originally scheduled to take place in the spring of 2020 but was postponed because of school schedules and resulting traffic delays and detours for school buses.

The $150,000 project will remove the east bridge joint and replace it with a new armored joint, removal of the west bridge joint and replace it with a new APJ asphaltic plug joint, applying sealer to wearing surfaces of the bridge, and extensive repair of the abutment over Ditch Brook. Work on the project will begin on Monday morning, July 26, and is estimated that the work will take about three weeks overall to complete.

The Narrows Bridge is located some 250 feet west of Running Brook Road on Route 115, also known as the Tandberg Trail and just west of the Falmouth Road intersection. Thousands of vehicles use Route 115 and cross the Narrows Bridge each day as it connects Windham to Gray, the Maine Turnpike and points beyond.

According to Maine DOT officials, work on the Narrows Bridge will force the reduction of traffic on Route 115 to one lane for the duration of the project.

MDOT says that vehicles entering Windham from Gray on Route 115 will be detoured onto Route 202 to either Falmouth Road or Route 302 to reach their destinations. Traffic on Route 115 will only be allowed to travel east away from Route 302 for the duration of the Narrows Bridge work. 

Traffic signs for associated project detours were put in place several weeks ago and will be uncovered Sunday, Maine DOT says.

Residents of the Running Brook, Collinwood and Wedgewood neighborhoods in Windham will be able to access Running Brook Road from both directions, according to Windham Public Works. A sign on Running Brook Road indicating “No Outlet, Residents Only” will be posted there at the entrance from Route 115 throughout the duration of the project.

Earlier this week, traffic on Route 115 in the area was limited to one lane briefly as Windham DPW workers repaired some erosion damage adjacent to locations the state project will tackle near Ditch Brook.

Because of the proximity to the Narrows Bridge, the Windham DPW erosion work was necessary prior to the Maine DOT project launch because of accessibility issues once the state begins work there, a representative of Windham DPW said in a social media posting.

In March. State Rep. Patrick Corey, R-Windham, said that the three-year MDOT Work Plan from 2021 to 2023 would include seven different projects totaling more than $2.5 million.

Among the projects included in the three-year plan was the Narrows Bridge repair and numerous improvements to Route 302 in Windham such as rehabilitation and construction to the roundabout there as well as safety improvements made possible through the municipal partnership initiative program.

“MDOT Work Plan projects will benefit our local communities in many ways,” Corey said in a press release. “I am pleased to see several MDOT projects scheduled for the next three years in our area. They will make our roads safer and benefit the local economy.” 

According to Paul Merrill, Maine DOT public information officer, detours associated with the Narrows Bridge repair project will end by Friday, Aug. 13.

Some ancillary work, requiring an alternating single-lane traffic pattern, may occur after that date,” Merrill said. <

It’s been said that roads and bridges do not automatically upgrade or repair and rebuild themselves and that's why each year, state legislators collaborate with the Maine Department of Transportation to prioritize projects that make our commutes safer and smoother.

Maine DOT’s Three-Year Work Plan outlines the efforts and initiatives that the department intends to perform over the next three-year span. It is calendar year-based and includes all Maine DOT work activities across the state.

While projects and activities listed for Calendar Year 2021 have the most definite schedules and estimates, those for Calendar Years 2022 and 2023 may be more subject to change and depending upon available state funding.

Earlier this week State Representative Patrick Corey, a Republican representing Windham, announced that the Maine Department of Transportation’s Work Plan for Calendar Years 2021, 2022 and 2023 is available and includes specific highway improvement projects to be conducted in the community.

Statewide, the estimated value of work performed as outlined in the plan totals more than 2,180 individual work items with a total value of $2.71 billion. MDOT estimates that from 2021 to 2023, it will invest in more than 100 miles of highway construction and rehabilitation; 893 miles of pavement preservation; 2,175 miles of light capital paving for roads and highways; 222 safety and spot improvements; and 166 different bridge projects.

Corey said that the three-year MDOT Work Plan for Windham from 2021 to 2023 includes seven different projects totaling more than $2.5 million.

He said that this work includes numerous improvements to Route 302 in Windham such as rehabilitation and construction to the roundabout as well as safety improvements made possible through the municipal partnership initiative program.

“MDOT Work Plan projects will benefit our local communities in many ways,” Corey said in a press release. “I am pleased to see several MDOT projects scheduled for the next three years in our area. They will make our roads safer and benefit the local economy.” 

Among the planned MDOT projects Corey announced for Windham for 2021 are:

** Route 115. A project will be replacing joints, applying sealer to wearing surface, and repair abutment to the Narrows Bridge over Ditch Brook, located 260 feet west of Running Brook Road in Windham. The cost of this project is $150,000.

** William Knight Road. A specific planning and outreach project will examine replacement of Varney's Bridge over the Pleasant River located 0.44 of a mile northwest of Route 4. The cost of this project is $25,000.

** Falmouth Road. Crews will pave the roadway surface beginning 0.03 of a mile south of Stevens Road and extending south 0.79 of a mile to Route 202. The cost of this project is $32,000.

** Route 302. MDOT will join the Town of Windham in the Municipal Partnership Initiative Program and fund the installation of adaptive traffic signaling systems at various intersections. The adaptive signal control technology will feature the timing of red, yellow and green lights to accommodate changing traffic patterns and ease traffic congestion along Route 302. The main benefits of adaptive signal control technology over conventional signal systems currently in place are that it will be able to continuously distribute green-light time equitably for all traffic movement, improve travel time reliability by progressively moving vehicles through green lights, reduce congestion by creating smoother flow, and prolong the effectiveness of traffic signal timing. The adaptive signal project will begin at Route 115 and extend northwest 1.14 miles to Trails End Road. The cost of this project is $1.45 million.

** Route 302. MDOT will join the Planning Partnership Initiative Program to conduct a feasibility study for alleviating traffic congestion on the route through town. The project begins at Route 202 and extends north 6.32 miles through Windham. The cost of the project is $150,000.

Corey also announced two projects that are planned to take place in 2022:

** Route 302. Highway rehabilitation as state crews remove and replace the wearing course to reset the deterioration process of the highway surface. The project will begin 0.45 of a mile west of Outpost Drive and extend west 0.14 of a mile, including the roundabout intersection of Route 302 with Route 202. The cost of the highway rehabilitation project is $585,000.

** Route 302. Highway safety improvements will be made to the intersection of Route 302 and Albion Road. The total cost of this project is $120,000. <

Diamond announces MDOT work plan for state projects in district

AUGUSTA – Sen. Bill Diamond, a Democrat from Windham, has shared the details of Maine’s three-year transportation infrastructure work plan, and what it means for Baldwin, Casco, Frye Island, Raymond, Standish and Windham.

The plan is released annually with an outline of the Maine Department of Transportation’s strategy for road, bridge and other transportation upgrades and maintenance projects.

“Safe and easy-to-use roads, bridges, rail and ferries are essential to daily life for the people who live here and for the millions of people who visit Maine every year,” said Diamond. “As senate chair of the Legislature’s Transportation Committee, I know there is always more work to be done in improving our infrastructure. I’m thankful to the MDOT for all the work that they have done in creating this three-year plan.”

According to the MDOT, the work plan covers about $2.71 billion worth of construction and maintenance, which includes 2,180 work items. The three-year plan estimates MDOT will invest in 100 miles of highway construction and rehabilitation; 893 miles of pavement preservation; 2,175 miles of light capital paving for roads and highways; 222 safety and spot improvements; and 166 bridge projects.

The following breakdown is the planned capital and maintenance work for the communities in Senate District 26 in 2021:

Bridge Work:
In Windham, replacing joints, applying sealer to wearing surface, and repairing abutment on Narrows Bridge over Ditch Brook located 260 feet west of Running Brook Road.

Drainage Maintenance:
In Buxton and Standish, drainage improvements along Route 35 beginning at Long Plains Road in Buxton and extending east 3.19 miles to Standish compact line, located 0.24 of a mile west of Apple Lane in Standish.
 
In Casco, improvement of the large culvert on Route 302 located 0.1 of a mile north of the Bramble Hill Road.

Highway Paving:
In Gorham and Windham, 1 ¼-inch overlay of Route 202 beginning at Route 25 and extending north 3.76 miles, not including Deguio Mill Bridge.
 
In Gray and Raymond, light capital paving of Egypt Road beginning at North Raymond Road and extending west 4.00 miles to Route 85.
 
In Raymond, light capital paving of Route 121 beginning at Route 35 and extending north 2.07 miles.
 
In Raymond, light capital paving of Route 85 beginning at Route 302 and extending northeast 3.78 miles to Raymond Hill Road.
 
In Standish, light capital paving of Saco Road beginning 0.17 of a mile north of Cape Road and extending north 1.79 miles.
 
In Windham, light capital paving on Falmouth Road beginning 0.03 of a mile south of Stevens Road and extending south 0.79 of a mile to Route 202.
