Teacher reaches four-decade milestone as a Windham educator

If the purpose of life is finding your gift to give to others, Nancy Cash-Cobb has certainly found her calling.  After more than 40 years as a teacher in Windham, she’s eager to get started for yet another school year, inspiring students through music at Windham Primary School.

Growing up in Portland, Cash-Cobb developed an appreciation for music at an early age thanks to her parents.

“We sang in the car a lot,” Cash-Cobb said. “My dad played piano and violin by ear and my mom played piano and sang in choirs all of her life. I spent my childhood attending concerts and musicals. We loved it.”

Her interest in music grew when she sang in the chorus and played in the orchestras at Longfellow Elementary School, Lincoln Junior High School and Deering High School. She made the decision to attend college and wanted to follow in the footsteps of her teachers by becoming one herself.

She earned a Bachelor of Science degree in music education and a master’s degree from the University of Southern Maine.

Her first teaching job was for two years in Sacopee Valley in Western Maine, but in 1981 she landed a job as an elementary school teacher in Windham, and she’s been here ever since.

“When I first came to Windham I taught K-4 at Manchester School, then Arlington School, Field Allen School, John Andrew School and the Kindergarten Center,” Cash-Cobb said. “I helped design the music rooms at Windham Primary School and have taught there since it opened.”

Through the years, Cash-Cobb has been a champion for music education in the school district.

“Music enhances our lives and has the power to fill our hearts with joy as no other medium can,” she said. “Music improves connections in the developing brain and helps our problem-solving skills. Music is truly the heart in education.”

She’s Orff music education certified from Long Island University, Hamline University and the University of Illinois, and helped found the Maine Chapter of The American Orff-Schulwerk Association in 1987. That’s an organization of American music educators dedicated to using, advancing, and preserving Orff-Schulwerk, a developmental learning approach to music education created by composer Carl Orff and German music educator Gunild Keetman.

Cash-Cobb has been an active member of the Maine Music Educators Association Executive Board for 35 years and in 1999 was honored as Maine Music Educator of the Year. She’s currently serving as the Co-Conference Chair of the Maine Music Educators Association and is a longtime member of the American Legion Auxiliary Unit 148 in Windham. In fact, the Maine American Legion honored her at their annual convention in 2017 as “Maine American Legion Educator of the Year for 2017.”

According to Cash-Cobb, professional development offered by the school district has helped her sustain her career as an educator.

“In my opinion, the secret to my teaching so long in one place is professional development and keeping current and up to date with the best teaching practices,” she said.

In a lengthy career filled with memorable moments, Cash-Cobb says that she’s extremely proud of her work with younger students and opening their eyes to a lifetime of music.

“I still get teary eyed when I hear my students singing,” she said. “My favorite concerts have been the exchange concerts that we do within the district, especially the third-grade chorus with the Windham Chamber Singers. We have been doing that one for probably 30-plus years.”

Under her direction, student concerts at Windham Primary School are the stuff of legends, with three nights of Christmas concerts performed each year. WPS students at each grade level also perform annual concerts of their own with first, second and third grade concerts taking place in March and the annual kindergarten concert performed each May. 

As for her own musical ability, Cash-Cobb will admit to preferring vocals above all else.

“I am first and foremost a singer,” she said. “I play guitar and piano. I grew up playing the violin.”

In case anyone is wondering, her current favorite song to teach to her students is "Elephants have Wrinkles.”

She said there are too many school administrators to choose from to thank for helping her during her career, but she’s grateful for all of their assistance and understanding.

As far as her own favorite musicians, Cash-Cobb said one immediately comes to mind.

“John Denver is my all-time favorite composer and performer,” she said. “I have performed many of his songs at weddings and other events. I also enjoy performing Christian music.”

Family and faith in God have also been instrumental in her long and distinguished musical career. She and her husband, Jerry Cobb, enjoy being actively involved in music for their church and their daughter Sara is a pediatric registered nurse.

The family supports her work as a teacher and when school is out for the summer they enjoy traveling together, especially to Disney World in Florida and to visit relatives out of state.

Besides music, Cash-Cobb also likes swimming or kayaking on the lake and spending time with her 2 ½-year-old grandson, Jacob.

“His father is 6-foot-4 and Jacob is nearly as tall right now as I am,” she said.

Her current principal at Windham Primary School, Dr. Kyle Rhoads, said that Cash-Cobb has left an indelible impression upon her students over the past four decades teaching in Windham.

“Even after 40 years, Mrs. Cash-Cobb’s energy and enthusiasm for learners loving music remains at an unbelievable level,” Rhoads said. “Her passion and care for them shines brightly. A mark of a wonderful educator. What a legacy our learners have had by her teaching.”

RSU 14 Superintendent of Schools Christopher Howell said that Cash-Cobb can take pride in what she has accomplished as a teacher and playing a part in their educational development while leading them to  an appreciation of music.

“We are proud of the work that Nancy has done over her 40 years in our district. I am truly in awe of the number of students that she has taught and inspired over her career as an elementary music teacher,” Howell said. “She has worked throughout her career to develop and foster a strong musical foundation in her students. Her dedication has set the groundwork that ultimately develops into the talented musicians that RSU 14 is known for.” <

She touched many lives: Windham and Raymond remember educator Jani Cummings

Every town holds its share of inspiring citizens who seem to know everyone, who manage to stay in touch with friends and relatives all over the world, and who have a gift for bringing the community together. For Windham and Raymond, Janis Elizabeth Cummings was that amazing person.

Born April 9, 1954 in Beaufort, South Carolina to Samuel Cummings and Lou Nerren, who were both U.S. Marines, Janis, known to her friends and family as Jani, and her brother, grew up traveling all over the world. Her family eventually settled in Raymond, and Jani attended Windham High School, where she was very active in drama productions. Upon graduation, she enrolled at Westbrook College and the University of Southern Maine, where she received her teaching degree.

For Jani, teaching meant following in her family’s footsteps.

“In my first year of teaching, Jani’s mother, Lou Cummings, was also a teacher,” said Bill Diamond, Maine State Senator’s from Windham. “Lou was a former Marine, she was someone I respected, and I always did whatever she told me.”

Upon earning her teaching degree, Jani joined Raymond Elementary School, where she taught first and second grade students for 38 years. She was a beloved teacher with a gift for bringing community members into her classrooms and interacting with students.

“She had this amazing way of getting you outside your comfort zone and encouraging you to just be better, in a way,” said Jessica Fay, a Maine State Representative from Raymond. “Jani was one of the first people that I met after we moved here and I opened the flower shop, so we met because of flowers. She loved flowers, and I was a florist. I didn’t have a lot of experience with young children, but one of the things that she did, is she said, ‘I would love for you to come to my class and teach Japanese floral design to my first-graders.’ Which was terrifying! She encouraged me, she kind of told me that this was something she’d really like to have happen.”

Eventually, Fay did agree to join Jani’s classroom.

“I did it,” Fay said. “I went into the class and taught the kids while they were studying Japan. That was how Jani taught. She was a teacher of young students, but she was also a teacher for the adults around her.”

Diamond shared similar memories of Jani’s classroom.

“She was a teacher in Raymond when I was Maine Secretary of State,” Diamond said. “And she’d invite me down to talk to the students. Even when I finished as secretary, I kept visiting her class.”

Fay recounted that Jani was an amazing teacher.

“She had this way with kids, and adults too, and their parents,” she said. “I think a teacher needs to be able to have a relationship with an entire family, and she really did.”

Deborah Hutchinson, former principal of Raymond Elementary School, agrees with Fay’s assessment.

“She could make the school come alive,” Hutchinson said.

Jani’s ability to form relationships extended far beyond the walls of Raymond Elementary School.

“Something that was super sweet with Jani, on a personal note was that out of the blue, you’d get a note from Jani that she was thinking of you or just wanted to encourage you” said Chris Howell, RSU 14 Schools Superintendent. “She really cared about those personal relationships and did all she could to foster them.”

For Jani, those personal relationships took many forms. She was very active in the local Democratic Party, and very supportive of women in politics.

“I can’t remember who encouraged who to run for office, but she was always very supportive of and encouraging of me when I decided to run, and when she decided to run for School Board,” Fay said.

For many, Jani was also a part of many Raymond residents’ more romantic moments.

“She was a notary public, so she married many of the people in town,” Hutchinson said. “She married my daughter and her husband and she performed the ceremony.”

Once she retired from teaching, Jani opened a bed and breakfast in her Victorian home, which was across the street from the Raymond Village Library. She loved connecting to visitors from around the world, and she also loved welcoming Raymond’s children into her yard on Halloween.

“Halloween will never be the same down in the village,” Hutchinson said. “Jani would have 300 or more kids come to her house, and she always made sure she had enough candy for everyone.”

Jani also continued her involvement in education by becoming an active and vital member of the RSU 14 School Board following her retirement.

“She had an absolute love of children,” Howell said. “She would do anything possible in her power to help a kid out and to make sure that a kid succeeded and, to go along with that, to make sure the teachers had everything they needed. It didn’t matter if it was in her classroom or doing policy and procedures for the School Board.”

Her commitment to caring for others continued throughout her entire life, even toward the end. Howell described School Board leadership meetings on Zoom which Jani attended from the ICU when she became ill.

“She couldn’t speak, because she was on a ventilator,” Howell said. “So, she wrote messages on a whiteboard.”

Jani also expressed concern for the hospital’s staff during her stay.

“Even in the ICU, Jani was thinking about the staff at the hospital,” Hutchinson said. “She asked me if I would go out and get some ‘fancy candy’ for them. So, I got a couple dozen boxes of fancy candy and passed them out.”

Jani Cummings passed away on April 24 after a courageous battle with respiratory failure. She was 67 years old.

“Jani was our conscience,” said Diamond. “No matter who you were, she was a consistent conscience for all of us. She was an example of how to live right and care for others. When she passed away, and I think a lot of people feel the same way, we lost a piece of what’s really good.”

Fay agrees.

“It’s very difficult for me to imagine Raymond without her,” Fay said.
“She really was one of those people who connected different people in different parts of the community and brought them together. She taught us the importance of community and connection. I think when we are committed to each other, and to our community, we’re honoring her.”

Howell said that he’ll miss Jani’s dry sense of humor, which he appreciated.

“I’ve heard, since her passing, just countless people in the community who’ve said she was able to touch their lives over the years,” he said. “She was wonderful presence for both communities, Windham and Raymond. I definitely will cherish the time that I had with her. And I miss her.”

A celebration of Jani’s life will be held at 1:30 p.m. Sunday, Aug. 8 at Jordan-Small Middle School in Raymond. The event is open to the public, and everyone is invited.

Work on Windham Middle School construction advancing

The plan to renovate and build a new Windham Middle School remains at the forefront of RSU 14’s agenda this summer and an architectural firm has been chosen to lead the project.

In June, the RSU 14 Board of Directors voted 8-0 approving the Lavallee Brensinger Company of Portland to serve as architects for the project and this week, RSU 14 Superintendent Christopher Howell, Bill Hansen, RSU 14’s Director of Facilities, Property Services and Special Projects, joined representatives of Lavallee Brensinger at a meeting in Augusta with the head of school construction projects for the state of Maine.

Howell said that the pre-design meeting in Augusta clarified how much in depth of a study that RSU 14 will need to complete for an analysis of potential renovation of the current WMS building and discussed the possibility of constructing the building on the current WMS campus across from Windham High School.

Since this is a state funded project, we will be working with the state to negotiate the project fees associated with the first two steps,” Howell said. “The fees for the final construction project are based on a percentage of the total cost of the project.”

He said Lavallee Brensinger architects will be working with the Windham Middle School Building Committee while RSU 14 works through the construction process.  

“Bill Hansen and I will be acting as liaisons between the committee and the firm,” Howell said. “The first step of the project will include a new versus renovation analysis of the current Windham School Building that will be completed by the firm. If the data points to new construction, which we are anticipating, we will work with the firm to complete a site analysis for a new building.”

According to Howell, the RSU 14 Board of Directors chose Lavallee Brensinger as the project architect based upon their extensive experience with high quality school construction projects and their proven ability to complete projects efficiently and economically.

“The firm has demonstrated an ability to work with clients to help them fulfill their visions for a school plant and has a reputation for completing high quality school buildings,” Howell said. “Most recently, the group completed Sanford High School and Morse High School. They are currently building a middle school that is similar to our project for the Oyster River School District in New Hampshire. They have a reputation for shepherding projects that are completed on time and on budget.”

Howell said the project remains on track to be completed for students by the fall of 2026.

After several years of being ranked at Number 5 overall among state-approved and subsidized construction projects, RSU 14 learned in March that the highly anticipated project was greenlighted by the state to move forward although how much actual funding for the project is yet unknown. The determining factor for funding depends upon whether the aging 44-year-old school will be rebuilt or renovated.      

Howell said that the original Windham Middle School was completed in 1977 and was built for a capacity of 483 students.  In the past year, that number has now grown to 636 students, with sixth graders housed for some classes at the adjacent Field Allen School, originally constructed in the 1930s.

“Over the years, the Field Allen School has had several minor renovations and has been incorporated into the programming of the school.  Most recently, two new classrooms were added to the building to accommodate a large sixth-grade class,” Howell said. “The building has served the district well over the years but is starting to show signs that it is reaching the end of its usable life cycle as a school building.  Aside from the inability to have all students in the building under one roof, the main middle school building has small classrooms, outdated science rooms, restroom facilities that do not meet modern requirements, a worn-out heating system, outdated windows, and a less than adequate electrical system.”   

During the 2020-2021 school year, more than 200 students had to transition back and forth from Field Allen School to Windham Middle School for classes in art, music, science, STEM, gym and other activities including the school cafeteria.

Howell said that RSU 14 originally applied for the Maine Department of Education’s Major Capital Construction Program in 2016 for funding for construction and was ranked as the fifth-highest priority among 74 proposed school construction projects statewide each year before being greenlighted for funding in March 2021.

“The program is highly competitive as a positive rating in the process can lead to a significant financial savings for school districts,” Howell said. “A majority of construction costs for school projects selected through this program will be covered by the state.”

Once a district applies for funding, Maine DOE reviews and rates the project based upon need. The State Board of Education then funds as many projects from the list as available debt limit funds allow. Working with the State Board of Education, Maine DOE establishes both size and financial limits on projects.

Local school districts may exceed these limits at local expense through municipal bonds, but the state bears the major financial burden of capital costs for approved school construction projects. As such, Maine DOE first looks at the possibility of renovations or renovations with additions and new school construction projects are only considered in instances in which renovation projects are not economically or educationally feasible.

According to Howell, there are 21 steps in the school construction process for state funded projects.

“The first three steps are steps related to the application for a building.  The project started step 4 last week when an advertisement was completed for architectural services for the project,” he said. “Once an architectural firm is selected, the district will work with that firm to complete an analysis of new versus renovation and to conduct an analysis of possible sites in the district to construct a new building.”

He said specific work by RSU 14 toward developing a vision for the new school building started in 2019. 

“The district engaged the services of an experienced school planner named Frank Locker who has worked with teams across the world to design and build new school buildings,” Howell said.  “Frank has been working with a group of stakeholders through a process of examining middle level programming, student grouping, functionality and equipment, environment in the new learning space, future learning, and how the building can be used for all members of the RSU 14 community.  A final report from the work of this group will be presented this spring.  The document will be used by the architects to develop concept designs for the new building.”

This spring WMS Principal Drew Patin said he was thrilled that the project is now moving ahead.

“Not only will we be able to create a safe and welcoming school, but we will have the opportunity to design a building that meets the educational needs of our students in this current age and for generations of students to come,” Patin said. “We will create spaces that promote lifelong skills, such as collaboration, problem-solving, creativity, and perseverance.” <

RSU 14 adds alternating Fridays to in-person instruction schedule

When RSU 14 students return to the classroom on alternating Fridays following spring break, it will be another step on the path back to some resemblance of normalcy in their school routine disrupted by the pandemic.

Meeting on April 7, the RSU 14 Board of Directors voted to approve alternating Friday schedule starting April 30. Under the plan, students will remain in assigned cohorts and the school calendar will be updated to reflect the change.

Last August the district adopted a hybrid instructional model to ensure the safety, equity and accessibility for all Windham and Raymond students as COVID-19 cases spread throughout Maine. Since then, students have been grouped alphabetically with last names from A to K having in-person classes in school on Mondays and Wednesdays and those with last names from L to Z attending in-person classes in school on Tuesdays and Thursdays. On days when students are not in school, they have been expected to be following up online with their teachers to the best extent possible on Fridays.

In a letter to the community following the meeting, RSU 14 Superintendent of Schools Christopher Howell acknowledged concerns and opinions about how to proceed expressed by parents, staff and students in formulating the decision to add alternating Fridays to the schedule.

“We greatly appreciate the 375 individuals who attended the meeting, the 2,210 staff, parents, and students who submitted feedback, and the 78 individuals who submitted questions and comments following the April 1 meeting when each of the proposals to increase in-person instruction was reviewed and discussed,” Howell wrote. “The decision was not an easy one but was based on what the board felt was best for our students given the complexities of schedules, capacity when working within Maine CDC social distancing guidelines, and the recent surge of COVID-19 cases in our communities.”

He wrote that the high level of participation and interest in the RSU 14 Board of Directors difficult decision serves to highlight the extraordinary investment everyone has in the school community.

“I am grateful for your feedback and support as we navigate this difficult school year and can assure you that I will continue to collaborate with district staff on behalf of every child in Windham and Raymond schools.”

For education statewide, Maine Gov. Janet Mills released an update earlier this month to its color-coded Health Advisory System that classifies counties’ relative risk of COVID-19 transmission to assist schools as they continue with their plans to deliver instruction and support students safely.

Mills said that the Maine Department of Health and Human Services and Maine Center for Disease Control and Prevention continue to review evidence that indicates lower transmission of COVID-19 in schools compared to the general population. She pointed out that during March, the rate of new cases for school staff members or students is 30 per 10,000, or about 25 percent lower than a new case rate of 41 per 10,000 for the general population. 

A survey was sent out to all students, families, and staff on April 1 to gather information to help the RSU 14 board reach a consensus about how to proceed. It had been determined that if additional in-person instructional days were approved, building administrators would be directed to work with school staff to ensure appropriate social distancing guidelines continue to be met and that spaces are conducive to engaged learning. It also directs school administrators to ensure adequate staff coverage for all classrooms. 

In adding the alternating Friday schedule through the remainder of the school year and the resulting increase in in-person instructional days, Howell said that RSU 14 will continue to offer students a remote-only learning option if families do not feel comfortable sending their children for in-person lessons on Fridays.  

Students currently using remote learning are free to return to classroom instruction, but do not have to make the transition if their families wish to keep using the remote option through the end of the school year in June.  

Information on the RSU 14 website says that the school district will provide transportation for families who are unable to transport students to school on alternating Fridays.

 

Prior to the April 7 meeting, the RSU 14 Board of Directors reviewed several different options and proposals about adding in-person instructional days to the district schedule. The board said any increase in in-person instruction was in response to expressed community needs for children to return to schools for as much in-person instruction as possible while maintaining adherence to social distancing and health/safety guidelines, as well as the academic, social, and emotional needs of students.

 

“We understand that this has been an extraordinarily challenging year for all staff, students, administrators, and community members. These are difficult decisions. It is important that we maintain a focus on student needs and then respond to challenges that staff are facing as we collaboratively problem solve the myriad of issues that this year has presented,” a board statement read. “As more educators are vaccinated, school districts are examining possible schedule shifts to meet the needs of students and the community.

 

The RSU 14 Board of Directors has been kept abreast of building-level needs and challenges in response to COVID social distancing guidelines throughout the 2020-2021 school year,” the statement read. “Classroom spacing, furniture needs, social distancing protocols, instructional shifts, social emotional and academic planning, etc., are all being carefully examined and would be presented to the board for their input and consideration, as well. Every decision made by the RSU 14 Board of Directors is made following a thorough review of multiple perspectives.” <

RSU 14 explores adding in-person instruction days for students

Students in RSU 14 could soon be back in the classroom two or three additional days a week if school administrators and school board members approve a plan to return in-person instruction four days a week.

Last August, RSU 14 Schools Superintendent Christopher Howell recommended that the school district adopt a hybrid model for the start of the school year for students in Windham and Raymond. Since last September, RSU 14 students have been grouped alphabetically with last names from A to K having in-person classes in school on Mondays and Wednesdays and those with last names from L to Z attending in-person classes in school on Tuesdays and Thursdays. On days when students are not in school, they have been expected to be following up online with their teachers to the best extent possible.

He said that the foundation of the hybrid proposal was to ensure the safety, equity and accessibility for all Windham and Raymond students.

Along with students, the pandemic has been hard on families, teachers, school staff members and school custodians, who have been putting in long hours because of the associated additional cleaning requirements for schools as a result of COVID-19. School cafeteria workers have also been challenged to provide different scenarios for student lunches, ranging from eating in the classroom to finding larger spaces in the schools for lunchrooms to accommodate social distancing mandates.

Using the hybrid schools plan, Howell said many CDC social distancing mandates were met by reducing the number of students in RSU 14 schools daily.

If the district increases in-person instructional days, Howell said that RSU 14 also is planning to continue to offer students a remote-only learning option if families do not feel comfortable with the proposed in-person plan for the remainder of the school year.

Information posted on the RSU 14 website earlier this week said that parents would need to have children attend school following whatever schedule model is directed by the board.

 

The information says remote options are possible, however, it is important to understand that any additional remote requests will be set up with online software and not added to the current remote teams. Students currently using remote learning are free to return to classroom instruction, but do not have to make the transition if their families wish to keep using the remote option through the end of the school year.  

 

“We will work to ensure that all students’ needs are met,” the info reads. “The district will provide transportation for families who are unable to transport.”

It is important that we maintain a focus on student needs and then respond to challenges that staff are facing as we collaboratively problem solve the myriad of issues that this year has presented,” the statement reads. “Building administrators will work with teachers on a plan to support the transition. Any hourly staff who are asked to work additional hours will be compensated accordingly.”  

 

It says that the proposed increase to in-person instruction at this time is in response to expressed community needs for children to return to schools for as much in-person instruction as possible while maintaining adherence to social distancing and health/safety guidelines, as well as academic, social, and emotional needs of students.

 

“As more educators are vaccinated, school districts are examining possible schedule shifts to meet the needs of students and the community,” the web statement reads. “The RSU 14 Board of Directors has been kept abreast of building-level needs and challenges in response to COVID social distancing guidelines throughout the 2020-2021 school year. The RSU 14 Administrative Team would provide necessary updates to the full Board of Directors in response to any of the proposed options. Classroom spacing, furniture needs, social distancing protocols, instructional shifts, social emotional and academic planning, etc. are all being carefully examined and would be presented to the board for their input and consideration, as well. Every decision made by the RSU 14 Board of Directors is made following a thorough review of multiple perspectives. The board appreciates the feedback they’ve received regarding the proposed options to increasing in-person instruction and is reviewing survey data, emails, and other communication/feedback very carefully in order to make a decision.”

State greenlights Windham Middle School construction project

The next five years will probably have some unexpected twists and turns, but what is known for certain is that by 2026, Windham Middle School will either be renovated or rebuilt, according to RSU 14 administrators.

After several years of being ranked at Number 5 overall among state-approved and subsidized construction projects, RSU 14 has learned that the highly anticipated project is moving forward. How much state funding for the work is yet unknown and that will be the determining factor on whether the aging 44-year-old school will be rebuilt or renovated.       

RSU 14 received some wonderful news this month about the Windham Middle School construction project. After two years of waiting, the Maine Department of Education announced that the project to replace the school will be moving forward,” said RSU 14 Schools Superintendent Christopher Howell. “The district took the first significant step of the process last week when it officially advertised for architectural services for the project.”

During the RSU 14 School Board meeting on Wednesday evening, the district formed a School Building Committee to oversee the project, which is expected to be completed by 2026.

Howell said that the original Windham Middle School was completed in 1977 and was built for a capacity of 483 students.  That number has now grown to 636 students, with sixth graders housed for some classes at the adjacent Field Allen School, which was built in the 1930s.

“Over the years, the Field Allen School has had several minor renovations and has been incorporated into the programming of the school.  Most recently, two new classrooms were added to the building to accommodate a large sixth-grade class,” Howell said. “The building has served the district well over the years but is starting to show signs that it is reaching the end of its usable life cycle as a school building.  Aside from the inability to have all students in the building under one roof, the main middle school building has small classrooms, outdated science rooms, restroom facilities that do not meet modern requirements, a worn-out heating system, outdated windows, and a less than adequate electrical system.”   

More than 200 students currently transition back and forth from Field Allen School to Windham Middle School for classes in art, music, science, STEM, gym and other activities including the school cafeteria.

RSU 14 originally applied for the Maine Department of Education’s Major Capital Construction Program in 2016 for funding for construction and has ranked as the being fifth-highest priority among 74 proposed school construction projects statewide.

“The program is highly competitive as a positive rating in the process can lead to a significant financial savings for school districts,” Howell said. “A majority of construction costs for school projects selected through this program will be covered by the state.”

Once a district applies for funding, Maine DOE reviews and rates the project based upon need. The State Board of Education then funds as many projects from the list as available debt limit funds allow. Working with the State Board of Education, Maine DOE establishes both size and financial limits on projects.

Local school districts may exceed these limits at local expense through municipal bonds, but the state bears the major financial burden of capital costs for approved school construction projects. As such, Maine DOE first looks at the possibility of renovations or renovations with additions and new school construction projects are only considered in instances in which renovation projects are not economically or educationally feasible.

According to Howell, there are 21 steps in the school construction process for state funded projects.

“The first three steps are steps related to the application for a building.  The project started step 4 last week when an advertisement was completed for architectural services for the project,” he said. “Once an architectural firm is selected, the district will work with that firm to complete an analysis of new versus renovation and to conduct an analysis of possible sites in the district to construct a new building.”

He said specific work by RSU 14 toward developing a vision for the new school building started more than a year ago. 

“The district engaged the services of an experienced school planner named Frank Locker who has worked with teams across the world to design and build new school buildings,” Howell said.  “Frank has been working with a group of stakeholders through a process of examining middle level programming, student grouping, functionality and equipment, environment in the new learning space, future learning, and how the building can be used for all members of the RSU 14 community.  A final report from the work of this group will be presented this spring.  The document will be used by the architects to develop concept designs for the new building.”

Once an architect has been chosen by the district, RSU 14 representatives will then meet with the Maine DOE in a pre-design conference to discuss methods that can simplify construction through use of efficient engineering systems, designs, and come up with realistic construction schedules for the project.

It’s been a long road for RSU 14 to reach this point in the process, but one that the Windham Middle School principal says he is happy to see becoming a reality.

“I am very excited to begin working with the state on our school construction project. Not only will we be able to create a safe and welcoming school, but we will have the opportunity to design a building that meets the educational needs of our students in this current age and for generations of students to come,” said Drew Patin, WMS principal. “We will create spaces that promote lifelong skills, such as collaboration, problem-solving, creativity, and perseverance.”

He said the intention of the project is for Windham Middle School to be a place of high engagement for students by focusing on teaching the skills needed for our students to be successful in the workplace and post-secondary educational settings.

“Our mission is for school to not look like the typical school setting and for students to go home excited to tell their parents, guardians, and friends about their experiences that day,” he said. <

Maine’s ‘School Psychologist of the Year’ hails from RSU 14

For more than two decades, school psychologist Lisa Backman has devoted her career to improving the lives of RSU 14 students in Windham and Raymond. Earlier this month, all of Backman’s hard work and care paid off in a big way as the Maine Association of School Psychologists honored Backman as the Maine School Psychologist of the Year.

The award acknowledges a member of the Maine Association of School Psychologists who demonstrates excellence in school psychology practice, and leadership in the profession.

“Beyond the role of evaluators, school psychologists fill a crucial role in school communities providing consultation and collaboration in intervention systems and supporting school staff through professional development and technical assistance,” stated Erin Frazier, Maine Department of Education Director of Special Services. “These individuals are critical to SAUs efforts to provide a continuum of services to all children.”

Backman has been providing psychological services to RSU 14 since 1999 and she also serves as an adjunct professor at Saint Joseph’s College.

Frazier said that Backman is a trusted professional within her school community among students, staff, and families.

“Maine Department of Education recognizes there is a critical shortage of school psychologists in the state that is long standing,” Frazier said. “These positions are critical to fulfill child find responsibilities and support effective programming for students.”

A nationally certified school psychologist, Backman is a native of Maine and has lived most of her life in the Sebago Lake Region. After attending high school, she earned a Bachelor of Science degree in communication from the University of Southern Maine and then went on to obtain a master’s degree in school psychology. She works with children in kindergarten through fifth grade in Windham and Raymond schools.

Backman said that her primary role for the district involves serving as part of the special education team at Windham Primary School and Manchester School and evaluating students in kindergarten through Grade 5 for special education eligibility.

“My daily work schedule is vast, which requires a lot of flexibility. Each day is different as I could be observing in the learning environments, consulting with special and regular education teachers, developing behavioral/social-emotional intervention plans, report writing, and attending Response to Intervention or IEP meetings,” Backman said. “Ultimately, the best part is meeting one-on-one with students through the evaluation process.”

She said the field of school psychology requires a combination of child-center and systems-based perspectives, regulations considerations, ethical standards, and vast expertise in social-emotional learning, behavioral functioning, and developmental and learning theory.  

“I feel flexibility and compassion are two very necessary and important attributes,” Backman said. “I feel lucky to have found a profession that requires a mix of empathy, collaboration, continuous learning, and critical thinking skills. I could not say what is the most important aspect of my work, but I am most satisfied and fulfilled when I can go home feeling like I have made a difference.”

Backman said her family is thrilled to see her honored with the award.

“It was very special to see them during the remote announcement while I was still at work. They are proud and loved the MASP plaque. My youngest felt it should be hung at our camp. When Windham/Raymond consolidated, I was lucky to have an opportunity to work in their schools for a few years,” she said. “While they may not be able to explain what I do every day, they could share stories like the many times I (and other school psych friends) used them to practice new tests. My fondest memory was a story a colleague/school psychologist shared with me. She was in my son’s middle-school classroom observing a student on her caseload. My son said hello to her, as she entered. The student that she was observing asked my son why she was in their classroom. He replied, ‘Oh that is my mom’s friend. She sends her in to check on me sometimes.’ We had a good laugh.”

Christopher Howell, RSU 14 Schools Superintendent, said that Backman is highly deserving of this honor.

“What’s special about the work Mrs. Backman does with students is her comprehensive approach to support,” Howell said. “She is an integral member of her school teams and can look at the whole child from the perspective of someone who really knows the evaluation data within a practical context to make recommendations to support children she works with.”

Howell said Backman exemplifies exactly what RSU 14 is striving to achieve.

“As an RSU we are, just as Mrs. Backman is, looking forward at the bigger picture,” he said. “We are looking at not only academics, but at social-emotional needs to support students who will grow up to be productive and engaged members of our community.”

According to Howell, Backman is a truly passionate professional, always growing and sharing what she learns.
“She is dedicated, efficient and committed. Lisa contributes broadly to the profession by leading student-centered teams within each of her schools, supporting best practices in Special Education for the Maine Department of Education, inspiring new teachers at the college level, and providing leadership within her professional organization of School Psychologists,” Howell said. We are very fortunate to have her level of knowledge and passion supporting the educators, families and professionals in RSU 14.”

Windham Primary School Principal Dr. Kyle Rhoads said the RSU is fortunate to have her calm demeanor, as well as her extensive knowledge of research-based practices and Special Education law to help make the IEP process one that aligns with their mission.

Rhoads said that as a school psychologist, Backman demonstrates the qualities, capabilities and knowledge of a successful nominee worthy of this award.

“Importantly, she approaches her work and her life wanting to better others,” he said. “Her creativity and commitment with her work reflects favorably what RSU 14 is trying to accomplish.” <

On Wednesday thousands of students in Windham and Raymond will return to classes under a hybrid schedule while adhering to guidelines put forward last month by the Maine Department of Education and Maine Center for Disease Control in the wake of the COVID-19 pandemic.
The framework for students returning to in-person instruction mandated meeting six requirements including symptom screening at home before the school day; physical distancing at school; wearing masks and face coverings; hand hygiene and sanitizing; use of personal protective equipment by teachers and school staff members; and establishing a policy of home isolation for staff and students until they recover from a COVID-19 diagnosis.   
Last month RSU 14 Superintendent Christopher Howell recommended that the school district adopt a hybrid model for the start of the school year. To operate under a hybrid model, Windham and Raymond students would be grouped alphabetically with last names from A to K having in-person classes in school on Mondays and Wednesdays and those with last names from L to Z attending in-person classes in school on Tuesdays and Thursdays. When RSU 14 students are not in school, they will be following up online with their teachers to the best extent possible.
“I am proud of the work that has been completed by RSU 14 staff and administrators over the past couple of months,” Howell said. “In a short period of time, they have worked diligently to redefine school programs that meet the safety guidelines that have been established by the Maine CDC and the Maine Department of Education.”

It’s been a summer like no other for RSU 14 administrators and Howell, who have been examining how to best transition students back to in-person instruction after spending much of the spring months receiving instruction from teachers online using Zoom after the pandemic struck.
“Our challenges mean every student and every staff member has to wear a mask,” Howell said. “We’ve also had to undertake the challenge of managing and ensuring that the district has a sufficient supply of personal protective equipment ready and available. Like everyone else this summer, we’ve been thinking about what school will be like this fall and will students be safe.”
RSU 14 has 3,200 students and 750 staff members at six schools, including Windham High School. Windham Middle School, Jordan-Small Middle School, Windham Primary School, Manchester School and Raymond Elementary School.
As of Sept. 1, Maine had the second-lowest total of COVID-19 cumulative cases in the nation at 340 per 100,000 people and 4,548 since the pandemic began. In the final week of August, Maine also showed the 16th smallest increase overall among U.S. states for the seven-day period of Aug. 24 to Aug. 31 at 3.9 percent.
To come up with a plan to safely get students back into the classroom, RSU 14 administrators had to work around a number of limitations that restricted the number of students allowed on school buses to 26 and no more than 50 students allowed in a group together at one time. They also had to comply with social distancing requirements for desks in classrooms, create new medical isolation rooms at each school, install new plexiglass protective barriers in schools, upgrade air filtration systems at each school, and ensure frequent cleaning of physical surfaces throughout the schools.
“We recognize kids can’t spend all day in the classroom,” Howell said. “We’ve also looked carefully at classroom space to keep students 3 to 6 feet apart and only 10 students in a classroom.”
For student and families choosing to opt out of in-person instruction because of COVID-19 concerns, the district will provide distance learning and laptops for students. Technology sessions are available for parents and students to help them navigate the distance learning process.
“RSU 14 continues to work to provide a mix of hybrid, distance, and multi day programs for our students.  The staffing of all of the positions that are required for a mix of programs is monumental,” Howell said. “Through some creative problem solving and flexibility, we will be able to offer a variety of school attendance options for families in our district.” <

Pre-screening tool can help parents identify COVID-19 symptoms in RSU 14 students

In returning students safely to school this fall, parents will be the cornerstone in helping prevent the spread of COVID-19 in RSU 14 schools.
In a special insert in today’s edition of The Windham Eagle, a new COVID-19 pre-screening tool for students, is available for parents of children attending RSU 14 schools in Windham and Raymond. The pre-screening tool information was developed specifically by the Maine Center for Disease Control for the Maine Department of Education.

Along with following established social distancing guidelines, frequent handwashing and sanitizing and the vigorous cleaning of surface areas of schools, Maine’s Department or Education recommends use of the pre-screening tool every day prior to a student going to school.
These self-checks should be conducted by parents, guardians and caregivers prior to children boarding school buses or entering a school, Maine DOE officials say. If a student develops symptoms, they must be held out of school and the school must then be notified about the symptoms.
Howell said that the pre-screening tool is simple to use.
“If a family can successfully answer no to every question, the student is ready for school,” he said. “If a student answers yes or has questions about their situation, we encourage families to reach out to the school nurse in each building to determine whether or not a student should attend school.”
Keeping students healthy during the pandemic was at the forefront of a proactive initiative over the summer months made by RSU 14 school nurses.
https://www.windhammaine.us/In a statement issued this week, RSU 14 school nurses said that they were able to contribute to the development of the state’s COVID-19 pre- screening tool from input made to a sub-committee of school nurses and school physicians.
“The tool was developed to identify any symptom that could be COVID-related and exclude symptomatic students and staff from school in order to minimize risk to others in the school,” said Matt Bell, representing RSU 14 school nurses.
In the statement, RSU 14 nurses ask that parents and guardians complete the COVID 19 pre-screening tool each morning before school.
“This process is easy to use and shouldn’t take long to complete. It consists of taking their temperature and some basic questions you should be asking your child prior to sending them to school. If you answer yes to any of the questions you should keep your child home and contact your primary care physician,” RSU 14 nurses said in the statement.

“The process of minimizing the risk and keeping our students and staff safe has multiple components and the COVID 19 pre-screening tool is one of them. With overlapping safety measures such as proper handwashing and sanitizing, social distancing and wearing a proper face covering, our hope is to provide your child with a safe learning environment,” Bell said, representing the RSU 14 nurses. “However, we cannot do this without support from the RSU 14 families.”
In the RSU 14 nurses’ statement, they say that ensuring the identification of symptomatic children on school buses and in the schools will help reduce COVID-19 incidents throughout the district. And completion of the COVID-19 pre-screening tool daily is an essential part of this process.  
Howell said that everyone has a part in keeping each other healthy during the pandemic.

“The use of the pre-screening tool by families helps to deliver an additional layer of protection for everyone at RSU 14,” he said. “The pre-screening tool does not need to be limited to attending school. Students, parents, or community members who exhibit any of the symptoms, have traveled to high risk areas, or been in contact with infected individuals should limit their contact with others in the community.”

RSU 14 proposes hybrid plan for school reopening

In a Zoom presentation made to the RSU 14 Board of Directors on Wednesday evening, Howell proposed starting in-person instruction for students in Grades 1 to 9 on Sept. 1, with students in Grade 10 through 12 starting in-person classes on Sept. 2.
Using the hybrid model, students would be grouped alphabetically with last names from A to K having in-person classes in school on Mondays and Wednesdays and those with last names from L to Z attending in-person classes in school on Tuesdays and Thursdays. On the days when students are not in school, they will be following up online with their teachers to the best extent possible,
Howell told the board that making the decision about proposing a hybrid model was not easy and took into account that Maine Center for Disease Control health restrictions limiting the number students on school buses to 26 and no more than 50 students in a group factored in this decision. Typically, about 60 students are transported aboard each bus for the trip to school.

On July 31, Maine’s Department of Education recommended that all school districts in the state could reopen for in-person instruction if health and safety guidelines were adhered to.  
The RSU 14 board is expected to vote on Howell’s proposal at its Aug. 19 meeting.
Besides proposing how and when to bring back students to school, Howell said many other issues had to be examined, including how exactly to transition students back into in-person instruction after spending the spring receiving instruction from teachers online using Zoom.
“Our challenges mean every student and every staff member has to wear a mask,” he said. “We’ve also had to undertake the challenge of managing and ensuring that the district has a sufficient supply of personal protective equipment ready and available.”
He said right now RSU 14 has obtained 600 gallons of hand sanitizer and thousands of masks.        
“Like everyone else this summer, we’ve been thinking about what school will be like this fall and will students be safe,” Howell said.
Students attending classes in-person will start at school each day with hand sanitizer, but temperature checks and self-health assessments will be performed at home by families. 
During his presentation, Howell shared results with the board of a survey of RSU 14 parents about how to best instruction this fall.
“Over 80 percent of parents said that they want their children back in school,” Howell said. “They also said they will accept other models if necessary.”
According to Howell, RSU 14 also is planning to offer students a remote-only learning option if families do not feel comfortable with the proposed hybrid plan for the start of fall classes.

Because of additional cleaning requirements for schools as a result of COVID-19, some additional daytime custodians will be deployed to help cleanse hard common surfaces. The district also is exploring different scenarios for student lunches, ranging from eating in the classroom to finding larger spaces in the schools for lunchrooms to accommodate social distancing mandates. For some schools, RSU 14 has purchased additional picnic tables for students to eat lunch outdoors.
School administrators also are looking at giving students multiple mask breaks during the school day and how to best do that.

Howell said many of those social distancing mandates will be met by adopting the hybrid model until such a time when COVID-19 restrictions are eased to allow for all students to resume normal in-person instruction at some point in the future.
At the RSU 14 main office building, plexiglass barriers have been installed to limit COVID-19 transmission.
Howell said he’s aware of the uncertainty regarding the virus and that like countless others across the country, RSU 14 staff is doing it all it can to keep everyone as safe as possible during the pandemic.
“We’re all feeling the strain of distancing requirements and we’re all trying to return students to school safely,” he said. “It will definitely be a different school setting than what we’ve come to expect.” <
